Reports to: Owner/Executive Director, Julie Bonney
Location: Kodiak, Alaska (must live in Kodiak, working remotely during summers is a possibility and
potentially for limited time periods during the rest of the year)
Travel may be required to attend meetings in Alaska and other locations as necessary.


Alaska Groundfish Data Bank, Inc (AGDB) is a member organization located in Kodiak, AK that represents Gulf of Alaska (GOA) shoreside trawlers and processors that participate in Alaska’s groundfish fisheries. AGDB is the Rockfish Cooperative manager for the five Kodiak shoreside Rockfish Program (RP) Cooperatives, participates in numerous fisheries cooperative research projects and advocates for its members before the North Pacific Fishery Management Council (NPFMC) and the Alaska Board of Fisheries (BOF).


Job Description:
The Science Advisor/Quota Manager would be a part of the AGDB team and would manage the rockfish cooperatives, other trawl fisheries including pollock, provide science advice for cooperative research projects and address the science/analytical elements of Alaska groundfish management issues before the NPFMC and the BOF along with assist with day-to-day activities in the office.


Minimum Qualifications:

  • Education – College degree or relevant experience.
  • Fisheries Experience – Practical experience and/or education in fisheries management, stock modeling processes and research; familiarity with Alaska commercial fisheries, federal fishery management councils and regulatory agencies; work experience on commercial fishing vessels or with a seafood processing company is a plus.
  • Analytical skills - Ability to acquire, organize, analyze and present data and to write clearly and succinctly.
  • Computer skills – Microsoft Office and Google Workspace. QuickBooks and programing skills a plus.
  • Personal Attributes – A team player, enthusiastic and a positive attitude, self-motivated, problem solver, ability to interact well with our members and the general public.

Quota Manager Duties:
  • Rockfish Cooperative Management including:
    • Draft annual Cooperative Quota Applications and associated documents
    • Monitor co-op and member harvests, PSC and account balances as well as ownership, harvest, coop and processing caps
    • Perform transfers, check ins/outs, and adhere to all reporting requirements
  • Day to day management/monitoring of other trawl fisheries including:
    • Respond to regulatory questions
    • Monitor quotas, track fishery harvests and prohibited species catch
    • Draft and manage voluntary catch share plans when necessary

Science Advisor Duties:
  • Review, summarize, and critique research reports and analysis documents that support management of the Alaska groundfish fisheries and addresses issues affecting AGDB members.
  • Assist with industry cooperative research on fishery issues including bycatch, ESA species, habitat and monitoring in the Alaska groundfish fisheries. This includes writing grant applications and/or collaboration with other partners to meet research goals.
  • Compile AGDB weekly fishery updates using NMFS fishery data reports.
  • Assist NMFS in-season management with CGOA groundfish management issues.
  • Review and track annual groundfish stock assessment processes.

General Office Duties:
  • Arrange travel, in-person and teleconference meetings
  • Create and maintain accurate records for all member and subscriber accounts
  • QuickBooks: Accounts Receivable and Payable; payroll; quarterly taxes
  • Other general office management duties

AGDB is looking for an individual that will provide the best mix of skills to complete our team. Not every skill or attribute listed is necessary to meet the job requirements, just a good mix that compliments the present skills set of our team. For example, since we are a small team we share general office duties and while there is an expectation for the new employee to take on some of those duties, which ones can be somewhat determined by skills and interest.


Salary: Competitive, dependent upon experience. AGDB offers contributions to a 401 (k) retirement plan.
